In all seriousness, it would be Hitler from a modern history perspective. However, there were others before him and there will others after him. One of these superassholes seems to come along every couple of centuries.

There were men worse than Hitler who worked for him. Hitler never did his own dirty work, but he employed plenty of far worse people than himself to do his bidding. People like Amon Goeth, Irma Grese, and the delightful and infamous Josef Mengele, who escaped justice. Plus there was Stalin and Mao Zedong, both of which are responsible for more deaths than Hitler, not to mention Prince Asaka who led the Rape of Nanking and even sickened Nazi officers over the shite his soldiers did.
