It includes dead, wounded and missing.

There have been a lot of different estimations of the total deaths from the Napoleonic Wars. Point is, he is responsible for many deaths. He at least deserves consideration.

There are probably worse people than him just based on numbers of people killed, like Vlad the Impaler, but I don't think anyone could ever be more sick and evil than Fish was. That Wikipedia page was just.......wow!

Probably not because he is nowhere near the top. Fish was sick but if I had to pick one person it would be hands down Vlad The Impaler and I don't think there is really a close second.
