Kathleen Madigan was the best at actually being a comic and not having her identity be the whole damned routine. I want to say I remember laughing at an Ellen stand up once or twice too.
Rachel Feinstein I think is fairly good.
A few hold their own in roasts (Cummings, Glazer, Lampanelli).

This probably won't be a popular one here, but I'll throw in early Roseanne when she was just a housewife before fame, fortune and general craziness.
There just aren't many good ones after Rivers and Burnett. Lampanelli can be funny in small doses (which is why she's a good roaster), but not beyond that. She actually downright sucked after she lost weight and got married.
