All this really leads me back to the point that BR has no center to develop.

They are protesting on a dark 6 lane highway in front of low budget hotel.

There’s a reason they chose that spot. Testing the waters or trying to get a reaction. There was already a protest earlier with the mayor. This is “extra”.
