Mexican because of their organization. From what I understand the prison gang, Mexican Mafia, controls most of the Mexican street gangs and makes them pay taxes. If they refuse to pay, then they get green lit.

Exactly this. A quick death by a gun is nice compared to being skinned alive, having your junk cut off, shoved in your mouth, before they hang you over the side of bridge with a note written on you.
