Who has the right of way?

4 lane divided highway
Eastbound truck trying to make a U turn
Or
South-facing car at a stop sign attempting to turn right and head west?
ETA: this is a 4 lane highway and the truck does not have a stop sign.
ETA: there is no signal light at this intersection

After reading the OP again I change to truck. He is already on the highway and is staying on the highway. He should have right a way

I don't know, but there's a guy at work here that swears the vehicle without the stop sign always has the right of way. We have the exact same scenario trying to leave our office parking lot everyday.

The vehicle without the stop sign. But if in traffic, I wouldn't wait for the u-turn. I'm going at first opportunity unless it suddenly becomes completely clear.

Is this at a 4 way stop? Is this a 4 way intersection or is the car just coming to he 4 lane from a side road? I'm guessing the truck is already on the highway and in traffic while the car is waiting to enter this 4 lane road from a side road, right? If it is a 4 way stop, who got to the intersection first?

the truck making the U-turn unless there is a yield sign of some sort. The car isn't in motion. Also I think it depends on the timing.

I used to work with a guy from India. He said his driving instructor in India told him that if you're driving, you have the ROW...always.
