I sold something during the pandemic and shipped it the day after they paid for it. The next day they tried to cancel or get me to lower the price saying they found it cheaper. I told them they could refuse delivery and I would refund the price minus the shipping. They didn't want to do that. They then claimed it never arrived but I could see the tracking and it was taking forever but moving through the USPS system. The disputed it via eBay since it was taking longer than the shipping info said it would. Ebay investigated and sided with me after a few days.
I will say as far as them not responding to your email until the last day they could just not check their email. I never check mine unless I'm looking for something so they had sent the original email and I missed it for several days.

EBAY is first line of defense. Dispute it with them. Follow procedure. Not sure you can do much with PayPal. Funds are t released to them. They are going to follow EBAY ruling on dispute.

File an item not received case with ebay. Unless the seller can provide tracking that shows it was delivered ebay will side with you. Even if the seller can provide tracking that shows delivery ebay will probably cover your loss if you push it after their determination.

hires have ruined the Usps. Deliveries are an absolute joke now.
I don't think there is a huge waiting list of applicants that USPS is turning away in favor of DEI hires

Guy I work w is out $2,000 as he sold a guitar to someone who took deliver then disputed the charge as it supposedly wasn't exactly what was advertised. So my buddy hasn't been paid and the guy won't send it back because he claims he had to spend $ on it for repairs.
You wanna get someone fired up? Mention ebay to this guy.
