Or Give them a dose of versed, strap them to the barrels, put on drop gate truck, bring them home. Let them figure it out from there.
It looks like their arms are in PVC pipes concreted into the barrels. Concrete curing time is not immediate especially in cold temps. Very likely most of barrel was cast prior to the event and then a small amount poured in after the fact.

We should be able to tranquilize these people, move them out of traffic (just like a pasture in the middle of nowhere), and don't even press charges. Let them be. Not our responsibility to help someone who cemented themselves into a barrel.

They should have just pulled these dumb asses off the interstate and left them on the side of the road with some hazard lights around them. There is a 0% chance that any of these idiots had access or the knowledge to get some power tools and get themselves out of that mess.

No way this is legit. Concrete is an exothermic reaction and would be burning the hell out of these people, not to mention crushing their arms as the mud started to set up. Looks like a pipe is sticking out.
