Ha - you guys are missing the point. The options force you to think intentionally about how you or others can benefit from the seemingly lame powers.

this - would be great for gambling. Also for stopping wildfires and ending drought conditions on a global scale. But mostly gambling.

2&3 would be great about 100 years ago or somewhere other than the most advanced society in the history of the world.

I would either buy a chunk of desert in the Southwest or a desert island on the cheap. With regular rain the same property would hyperinflate in value.
