My parents just did this in Memphis.. guy suggested just getting them transferred to jump drives instead for ease of use and so they went with that and got one for home and one for a lockbox at the bank

Got mine done through Walgreen’s a few months ago. It came out very good. My guess is that Walmart, Walgreens, etc. all send them off to the same company anyway.

You could pick up an old VHS player from goodwill for $5-10 and a DVD recorder for pretty cheap online. That way you’d have the gear and could make vhs-DVD dubs whenever the need arises.
Also, I agree with the poster when mentioned copying to hard drive rather than DVD. Physical media like DVDs are phasing out and soon you’ll be looking to dub your DVDs to digital.

Do you have an old vcr that can properly play a tape back (AFM audio, decent tracking)?

Legacybox.com. I did it a while back for some old family videos. They can also put them on a thumb drive. Don't pay the published prices. Search for a promo code.

Do it yourself.
If you don’t have an old VCR laying around, like someone said, buy one from good will or eBay
Then buy something like this:
Hook that up to your computer and convert all your VHS tapes to digital and store on a portable hard drive.
