Yards that are maintained weekly or even bi weekly its not bad if a small amount of clippings get into the road, the worst is when people blow gobs of leaves into the streets that have storm drains that is what clogs them because it takes a long time for them to break down.
In the summer months grass clippings will curl up and breaking down in a day on a hot road.

My lawn service all mowers have mulching blades and we discharge in so there are very little clippings. If more people would do this it wouldn't be a problem.

It's not just cars going by. That pile of grass in the road is no problem for a car but it can cause a motorcycle to crash, especially in a curve. What to deal with someone being seriously injured or even killed all because you were too sorry and lazy to clean up your grass clippings?

I can't wait to get to the point in my life where I have so little going on that I have time to worry about grass in a street.

I just trained my fleet of goats to shite in the street. Cuts out the hassle of having to mow AND blow.

Proper protocol involves blowing all sidewalk and driveway clippings into the street then SWEEPING-UP AND BAGGING the clippings.

One of my favorite things is driving in front of someone blowing their clippings into the street and then watch them get mad as some of their clippings are blown back into their yard.

Why would it take any longer to compost in a landfill as opposed to the storm drain?

It can clog up storm sewers and ditches and contribute to street flooding. Not as much this time of year, but it's a problem in fall.
