They effectively had. I got a similar email from NASA 3 days ago, and have gotten more from other agencies I've applied to in the last 6 weeks. The announcements are being canceled or withdrawn. One thing that people might find concerning is that all of the jobs I applied for were Information Security focused job.

Someone i know was hired on to a fedgov position, but didn't have a start date prior to Feb 8. His offer was rescinded. From what he said, everyone without a firm start date prior to 2/8 will be frozen.
I'm good with it. We need to reevaluate the whole fedgov process and destroy the AFGE. The AFGE is a joke and I'm fine with a permanent hiring free until it disbands.
