First time in Panama ,I went to a wedding that was at a Catholic church in Casco Viejo part of Panama City . Inside the church was a wall of solid gold behind the priest. Immeasurable wealth,I had never seen anything like it before. It was breathtaking.
Outside there was untold poverty across the street. Feral orphaned children that ran in the streets like wildlings. They would bang on your windows in packs . It was heartbreaking. The family told me that the church stayed unlocked and not a thing was ever touched.

A lot of honor-based society have rigidly held taboos about desecrating places of worship. The Church/Synagogue/Mosque/whatever may be the only authority anyone respects in such societies. It may be the only thing keeping society from devolving into a Hobbesian nightmare.

My theory: at some point, cops in the South lagged behind the rest of the country in enforcing litter laws an never caught up. The biggest causal factor may be a reluctance to continue to overburden the justice system with non-violent offenders.

I don't know that other areas are better at stopping litterers, I think maybe people in other areas just litter less. Not from fear of being caught, but from a respect for their landscapes and maybe fewer poor people who do dumb shite out of anger that they are poor. Landscape might play a part - driving around where I live now, the hills and rocks are beautiful. LA and a lot of the south are a bunch of flat mud and pine. Not much to look at, no one cares to keep it nice.

I should add this caveat: When you’re the only universally recognized authority in town that is off limits from any sort of attack, you effectively have a monopoly on power, which tends to lead to corruption.

Not a theory...

Trashy people are trashy. The south is also a party-centric society, where fun is prioritized over just about everything else, including responsibility. That leads to a "someone else will deal with the problem". Mardi Gras is a great example. Broken beads? Empty soda/beer cabs? Leave that shite, the street sweepers will come out later.

The crushing and I mean crushing poverty in India. The first trip I made there I was shocked. The United States, hell the western world doesn’t have poverty. What we call poverty 80% or more of India lives with less than.

Asians generally don’t have a concept of personal space, seem more content with less.

Traveled to Switzerland several times. The country is so clean, no litter or trash anywhere.

Not so much what I see out of state, country, etc.

When coming back to N.O. after being out of state for a while, all I seem to notice is the filth. Litter in the streets, unfilled potholes, massive water leaks undermining the roads, panhandlers at every red light, etc.

fricking depressing.
