PEMDAS
Parentheses is just for Grouping!
Evaluate what's INSIDE the parentheses first. There is only a number (3).
I will repeat because this is what causes the controversy in this expression. Evaluate what is INSIDE the parentheses first!
6^2 / 2(3) + 4
There is nothing but a number inside the parentheses so the first step is to rewrite the problem
6^2 / 2 * 3 + 4
Next is Exponents:
36 / 2 * 3 + 4
Next is Multiplication OR Division, whichever comes first left to right:
18 * 3 + 4
Still not done with Multiplication/Division
54 + 4
Finally do Addition OR Subtraction, whichever comes first, left to right:
58

Only the 2 is in the denominator. The 6^2 and 3 are both in the numerator.
6^2 = 36
36*3 = 108
108/2 = 54
54+4 = 58
58
If the problem was presented as 6^2/(2(3))+4, then the answer would be 10

The real problem here is the lack of parenthesis and the use of the obelus. It is not used in technical formulas and is discouraged by ISO. The problem is written terribly.
That literally means the only time you'll ever run across this in real life is in 8th grade or earlier.

Should you get any answer other than 58 regardless? No, you shouldn't.
It is written in such a way that it will confuse people who do not understand the order of operations, but no mathematician would have even the slightest bit of ambiguity answering this problem.

I just read the first page and saw all the downvotes for the correct answer (58). The best was Breesus, who noted PEMDAS and then proceeded to do it incorrectly. Awesome.

Order of operations...
1) Parentheses (simplify inside 'em)
2) Exponents
3) Multiplication and Division (from left to right)
4) Addition and Subtraction (from left to right)
Since there is nothing to simplify inside the parentheses, you start at step 2.
