Well looks like we have one Karen here already.
To answer your question OP, it's a busybody, usually female, who thinks they know better than you what's best for you, and will make sure the local authorities are notified of your transgressions.
Prior to Covid you could find Karens complaining about black men walking in white neighborhoods on NextDoor and reporting you to your local HOA board.

A white suburban ex-teacher raising kids and logging their travel ball triumphs online, when not posting about the terrible experience at a suburban Chili's last weekend. So bad they had to "speak to the manager" yet again.
