Make a video of the entire episode. Be sure sure to include choice phrases or behaviors that really underscore how the driver is beneath you for creating this mess. Post on Facebook and twitter.

$15 across town, I'd pay it and move on. If she were legitimately breaking major traffic laws or the stop held you up for an extended period at the fault of the driver, I would consider asking her to cancel the fare. Last case scenario would be a poor rating or contacting the company. Always give the driver an opportunity to right the situation.

Just email Lyft and explain the situation.
I had a Lyft driver in Phoenix go on a 11.67 mile loop when he only needed to bring us a couple blocks.
I emailed Lyft the day I got home from Arizona. I got an email back from them within minutes saying that my card was refunded along with an apology.
