True, it even started earlier but slowly when they sold so Nike in the late 80s.
They are almost completely cement construction now and should be considered a throwaway shoe because they are a PITA and expensive to refurbish. That said most men don't refurbish shoes anymore partly because the local cobblers have started disappearing but there are some great refurbishers online now.
Cole Haan has gone all on the sneaker soled dress shoe trend that is actually pretty big now. While you may see some that look welted the sole is not welted but glued on. This gives them a limited lifespan because the glue joint will fail over time and they are difficult to repair.

Late 2000s when they started putting Nike technology in the shoes they were still decent. Then they broke off from Nike and they went to shite. Have to go to Allen Edmonds for a quality non custom shoe now. If you need something quick and cheap that won’t get a lot of use them Johnston and Murphy is ok since they have more traditional styles.

The last time I tried, the local cobbler clearly wasn't interested either. To resole a pair of wingtips with the leather in good shape was going to cost almost as much as replacement.
