From skimming the link, the US is #13 (and Israel is #11, which surprised me).

Criteria seem to be:

Homogeneity is overrated as the reason. There are a lot of shitty homogenous countries out there.

FWIW, I do think they are much less likely to take advantage of their government programs than over here.

All those countries have highly trained work forces.
