Property crime is a "civil matter".

There used to be an old city cop in Vinton, who mostly wrote tickets in I-10 when it opened. He could not read or write and had speeders write their own tickets.

It’s a tough question because they all seem to be dealing with a lot of undisciplined cops. Society is changing so whatever decline is taking place in the population is also carrying over into LE as well.
You have a conversation with a retired cop who worked 20 - 30 years ago and then talk to a current LEO. The difference in attitudes is mind blowing.

Burglary is not a property crime, which lies under the LA statute of unauthorized entry of an inhabited dwelling, a felony.
