Look at the average IQ map of the world. If you have a score below 90 it is low average and lower than 80 is considered dull. It is no coincidence that the shithole countries have very low averages overall.

Low IQ and cultural mentality. There's almost always a correlation between IQ and income/wealth. There's usually a cultural mentality for those that slip through the cracks.
