The areas of Livingston that border East Baton Rouge Parish are just middle class bedroom communities. It gets a bit methy and white trash in the rural areas. It's far from the worst parish though.

East Carroll is pretty great if you're white. A beautiful oxbow, fantastic hunting, the Miss river and miles and miles of wide open spaces. West Carroll and Morehouse are way worse parishes...

Ferriday & Vidalia's issues are pretty much self-contained. Most of Concordia is isolated, rural, and crime-free.

To be honest I'd have to say St. Helena.
There's nothing there at all but maybe a couple of skeezy nasty arse strip clubs and truck stop casinos.
