It does not say otherwise. The statement basically reads that reducing phimosis and smegma reduce the rates of penile cancer. Both circumcision and hygiene are effective ways of reducing both smegma and phimosis. Yes, evidence points to hygiene being roughly as effective as circumcision for reduction in rates of penile cancer. that is one reason why it is still basically up to the parents rather than pushed for/against by any major organization.
Last I recall, the AAP basically says, to recommend it if they're considering it, but if they're opposed after understanding risk/benefits then it isn't worth pushing.

Until the HPV vaccine is accepted and given at greater than the <50% clip that it is given now, the benefits of circumcision still outweigh the risk.
But that is really the only medical issue supporting circumcision in this country. And it could be pretty easily rectified if not for anti-vaxxers and naive parents.

Does that make this any less factual? Maybe one person reading this thread will question why they blindly follow tradition and mystics on some medieval practice because they're too afraid they can't raise their son to be confident without having a mutilated penis.
