At whatever age she starts having after school activities for which a parent will not remain the entire time. You'd hate to think she needed picked up from practice at 7:00 and find out they got done 30 minutes early and she is waiting for a ride.

Got my daughter a phone in 8th grade. She started going to movies and dinner with just her friends. Wanted to make sure she could get in touch with me fast if she needed to. Also, we have GPS tracking activated through AT&T. Only real problems she's had is being a lil bitchy to people when texting. I go through it about once a month. She's had it for 3 years now.

Earlier than you think. House phones are out. Schedules are hectic. My daughter is 10 and has had one for 2 years.
It's a new world and I like to be able to find her immediately when I need her.
She with her mom right now and I just hung up to make her text me a homework assignment a friend asked for.

When they are old enough and responsible enough to understand the consequences that follow should they do something stupid with it (post inappropriate text or pictures, bully, Internet, etc)

When she can pay for her own line. However, standard appropriateness & legal
usage rules remain very much in place. If she screws up, she loses a month but still has to pay to keep the line active. She will learn real quick. Females need to learn the actual value of money as early as possible.
I really like the amount of parents starting them with flip phones. Probably will go that route as well.

It costs about 10 to add mine to our bill. We can place parental controls on anything we like and have access to her codes.
I can't imagine her not having it. It has saved us in some scary situation mixups with schedules and other problems.
I get the "fear" bs. But please tell me how a pedophile can get to her via phone. It can't happen without ignorance of the parents.
Just like anything in life, teach them right from the start. If an issue arises, take it away
