Would they have had the option to work Monday or Friday? Or was the whole place closed?
I think the mandatory is the problem. Makes it seem like employees having other plans does not matter.

Yea this seems like something that should be spelled out in company policy. Observed holidays will be made up the same week.

Well, let's flip it around. What would be adequate notice to notify YOU that YOU would have to work on a day off?? Treat people the way that YOU would like to be treated. Now that we have that cleared up, let me answer your question: ASAP

The ramifications of telling boss that other plans are already in place is the main concern, I believe.
Early comment discussing the boss response to being told of earlier plans may show something about the company.

I was told 2pm Sunday that I didn't have to go to my site Monday.
Got a text at 7am Monday from the same guy asking where I was.
My response?
I'll be there in 15

I think it's bullshite for a boss to ask someone to come in on their scheduled day off.

He's scheduled off, made plans, and now boss wants him to cancel his plans and come in?
Yea, I'd probably not like that.

For the last 40 years of my working life?
15 minutes.
seriously.
15 minutes.

Yep.
But I figured the whiskey would still be in the freezer when I got home.
In all seriousness, unless I let my boss know I'll be out of pocket for a given time period, this kind of situation isn't really a big deal.
Probably not applicable if your guy is working in an assembly plant with set hours.
Eta: I'm just still sour my boss disrupted my day drinking plans.

Notice given today that work is mandatory on Friday
I mean.. What can you really do about it? It sucks, but it is better to have a job and one weekend you are told that work is mandatory on Friday than not have a job because you refused to go in when you were told it was mandatory.

I mean it's kind of shitty, but not unheard of. Did the worker get a paid holiday Monday?

Jobs are a bitch. The less skilled/educated you are, they are more of a bitch because you're easily replaceable. You don't want to go in on Friday? Chances are there is someone out there that would kill for that extra Friday pay. Roll up your sleeves and make yourself less replaceable then you call the shots. That's just life.
