the point of lights on when it rains, is b/c it usually gets dark and you need your lights on so others can see you. lights come on when it' dark. We don't live in a world where you have to physically switch on lights when you want them in our cars anymore like we used to, which is why this is a thing. If it's not dark enough for them to switch on automatically, then they aren't needed.
If it's daylight and it's raining, having your lights on doesn't really serve any purpose from a safety point of view, since the lights aren't noticeable in daylight.
and most cars have some running lights on at all times anyway.

Roundabouts are fairly straight forward, but when no one else on the road knows what they’re doing it becomes a free for all either way

Driving in the left turn lane for an excessive length of time. Also, it is for left turns, not to pull in the middle and then merge into traffic. If you're going to make a left turn you don't stop in the middle.

You are referring to daytime running lights DRLs which are only in the front and do nothing to illuminate the rear of your vehicle. Which is why the law requires you to turn your headlights on in the rain bc when you turn your headlights on it automatically turns on your taillights.

Using a middle turn lane as a driving lane, going full speed in that lane, to hell with anyone that wants to turn coming the other direction.

And just about every third person driving doesn't know they have to actually SET THEM TO AUTOMATIC for the sensors to work.
Thus every night I see tons of folks driving with no lights on or just daytime running lights.

That's not a traffic law. You can't get a ticket written for running a stop sign in a private parking lot. Only thing you can get a ticket for is criminal laws. You can get a DWI or reckless driving. You can't get speeding, stop sign violation, careless op, etc. It has to be a public roadway.
