This video shows the culture of irresponsibility and inability to understand consequences of actions in a certain "culcha." Everyone obviously saw the guy slap the other one, but they're puzzled as to why the police are arresting the guy. They think it's because the assaulter is black and the police are racist.

Looked like the guy just turned to the cops and said "I'd like to press charges" after getting smoked.
Frankly, the cops should have arrested some of his friends as well for interfering with the arrest.
