During the American revolution there was a ship called the USS Warren. Long story short it was controlled by Commodore Esek Hopkins and during the American Revolution he refused to bring his ship into combat. He was known to be lazy and just a shite person. There were British POWs on his ship, which he beat and starved to death.

10 of the officers on the ship sent a letter to the Marine Committee to blow the whistle on Hopkins actions. Some other shite happened and it lead to a law protecting whistleblowers.
