What Are The Qualifications To Work In Customer Service?

I have Cox internet service. It has been spotty for awhile.. Well it will go a few days where it will go out anywhere between 2-10 mins. Its more annoying that anything. I check the app and it usually tells me there is an outage in my area and they are working on it.
Today it went out at 8:30. The app said they are aware of the problem and they are working on it. That limits the work I can do.. 1PM comes around and I am getting fed up so I called customer service. The CS rep and trying to look at the outage map and in the mean time he says "I need you to connect your phone to WiFi so we can check the speed". I told him that was the reason I was calling.. Because I don't have internet to connect to. He told me I should still be able to run the speed test without the internet.
As I am talking to him, my internet service finally starts working. I just hung up on him.
I started to think the dude was fricking with me.. Can anyone be a customer service rep? Jesus Christ.
Yeah I know "dear FB".. I don't have FB so this is a discussion thread. Ever experienced shite CS?

I worked at a large communications company for a bit a few years ago (account management/sales). Those CSR positions are a fricking revolving door. Really anything outside of management at those companies has high turnover. They have a checklist of shite that they are supposed to ask you. I always felt bad for those folks taking the brunt of customer anger.

Last year we received an electric bill that was 5 x any we had ever received and we've been in the house 15 years.

I know my bill goes up in July but not 5 x what it was the past 14 summers.
It took me 2 months to get it fixed after being passed around to a least 12 different people
