West Monroe man accused of drugging, raping relative

A West Monroe man is accused of aggravated crimes against nature and rape following an investigation by the West Monroe Police Department.
According to an arrest report, a sexual assault case was reported to the department on Feb. 2. The complainant in the case said Charles Lowery, 50, was having sex with her 18-year-old sister.
A forensic interview was then conducted at the Child Advocacy Center. The victim said Lowery, a relative, started having sex with her against her will when she was 15.
She said Lowery was giving her Xanax and NyQuil at night and then having sexual intercourse with her. She said the crime happened nearly every night and more than 150 times in West Monroe.
