The reason is pretty simple there are no SHLLVs to actually get the rods into orbit. Even if taken one at a time the US only has one HLLV operational and it has only been launched 5 times.
It is one of the things people like to fantasize about but the launch vehicles needed for a project with this mass simply don't exist right now.

Every time I see a video of some Russian military tech like tanks, jets, or missiles and read the comments of people drooling over it in the comments I laugh. They make crap, and even if they get it to work, they can't afford to make enough of them to matter.
