You have failed the OT.
Any real OT baller would have had one of his many servants whip your friend's arse and another one disciplining the child while you banged the wife in front of him and your wife cheered you on for being so alpha. Afterwards you would have left him a Sonic gift card while saying "in case you ever want more lessons, baw".

I have 2 with my current wife..they are 11 and 13
then I have 3 with my first wife..they are 6, 3 and 21
I had one when I was in college, he's 29 now but I havent seen him in 10 years.

We have an easy solution. To Go orders if we cant get a sitter. Too many distractions at a restaurant for the kiddo to actually be expected to sit still and silent for an hour. Much easier to deal with the temper of a 1.5yr old at home than out in public.
On the few occasions weve taken him with us, we learned theres about a 25 minute window we have before sitting still just drives him insane.
2yr olds are tough, man. Theyre at that age where they will test you on absolutely everything. Hell my little dude gets pissed at me because I laugh at the little fits he throws.
To say "we dont tell him no", now thats just absurd. Kid is going to murder pets when hes older

Here's proof that kids crave discipline and rules.
