Was Sukhomlinov one of the worst generals ever?

Dude did a horrible job of preparing Tussia before WWI.
He openly bragged about not needing to stay on top of modern military innovations.
“ Sukhomlinov was appointed as Minister of War in March 1909, effectively placing him in charge of the Russian armed forces. In this position, Sukhomlinov opposed training innovations that would have placed emphasis on infantry firepower against the use of sabers, lances and bayonets; stating that "I have not read a military manual for the last twenty-five years". ”
He didn’t increase war munitions even though he had funding to.
He was hated by most of the army and the head of the Russian War Committee challenged him to a duel over incompetence.
He knew the Russian military had been bitchslapped by Japan In 1905 and didn’t do anything about it.
He only made it to August 11th 1914 before being fired from being war minister in WWI because Russia was already beat up in like just 11 days of the war being on.

Russia was always goi g to fall one way or another. To who is debatable. But they had been in major decline for like 50 years at that point

They haven't fallen yet.
I'm not at all a fan of the former USSR or the current leader of Russia but i give them much credit for their fight against Hitler.

He would be a real breath of fresh air at the DoD, though. While everyone else is advocating nuclear-powered fighter/bombers with special area-denial tactical lasers and full grain Beluga leather upholstery, this guy could just suggest, you know, rifles and shite.

Russia wasn't so much in decline as the government could not manage the modernization that was occurring in the country. Industrial output was on the rise, Railroads were being built, Education was increasing, Urbanization was increasing. There was a liberalization in culture. Germany was keen to fight Russia because they could see the potential.

Sukhomilinov was nothing more than a symptom of the larger rot that had been eating away at the Russian Empire for decades at that point. The whole system was completely dysfunctional. Just look at how they started the war. You had Sukhomilinov as Minister of War who was in charge of the army and preparations for mobilization. But right before the war started the Czar appointed his cousin Grand Duke Nicholas as commander in chief of the army despite the fact he’d never commanded an army in the field in his life. He had no clue what he was doing and the disasters that befell the Russians in the first year of the war was a reflection of this fact.
