Warm spot on floor beneath wood flooring on slab?

My dad has a hot spot on his bathroom floor under his bamboo wood floor glued to the slab, he took an infrared thermometer to it and said it's 15 degrees warmer. He is pretty sure his water lines run through the slab, but that seems absurd to me to have that big of a water leak to cause that much of a change? Would his tanked water heater not empty before it heated it up? He said my mom noticed it yesterday when he was out of town.

Thoughts?

Take a look at the water meter dial and then shut the water valve on the hot water heater off. If the meter stops spinning you've got a leak

Had that happen to me and it was a damn busted hot water line. They cut the line running into the house and ran it through the attic and walls. 17k. Claimed it on insurance.
