Yeah, although I usually go to walmart to get a renewal for my phone once a month and will grab an apple for lunch

You aren't thinking that through. Let's set aside your specious argument about security not being able to confront a suspected thief for a moment. Is that the dynamic you want to play out? Shoplifters of all types, even armed robbers, just waltzing past security guards and other store employees who stand idly by and watch them cruise on their merry way out?

it's a techniality of law...the person always needs to pass the exit before being accused of theft etc, because, the person could turn around and actully pay for it if they suddenly realize they didn't !!!

Just how old are you? For at least a decade now standard operating procedure, literally day one instruction, has been for any security and employees at any chain stores to avoid a confrontation at all costs and contact the authorities.

Walmart and any store of it's magnitude acccounts for a certain amount of theft ahead of time.

You seem incredulous that a security guard would let a thief leave the store, but it happens every day in ever store in the country and society has yet to collapse. The security is for protection and for discouraging theft. Once a perp has left the store they are absolutely not to pursue and are to contact LEO.

I think he means the victim will be getting paid by walmart as well as the security firm through a lawsuit, that's how I understood it.

Just because that's the company's policy does not mean that security guards are legally restricted from effecting an arrest of someone observed to be committing a crime. Are you saying that an off duty law enforcement officer working a detail is not allowed to arrest a suspected shoplifter? Or are you saying they shouldn't? Either way you're wrong.
