It really depends on what she plans on doing with the degree. Most people who get their bachelors in urban forestry should likely try to get out into the field by becoming an arborist and getting certification.
All in all, her best bet is to look on the west US & certain parts of Canada. They have some of the best greenspace management opportunities

Or maybe its a sort of specialized sub-sect of urban planning? That's kind of my impression at least. Some vaguely-functional cities actually have large and/or numerous green spaces that require management and planning.

Urban forestry is like landscape architecture mixed with telling arborists what to do (sometimes getting your hands dirty).
Don't get it confused with real forestry. Real forestry involves science, GIS, economics, probability calculations, experience, hands-on work, people skills, knowing how to schmooze governmental officials, and a multitude of knowledge in many areas (heavy equipment and civil engineering being predominant)
