Unlike the Gulf south, Guam is quite mountainous. There will be damage and maybe mudslides, but the mountains provide a pretty good level of shelter from storm surge and in line high winds. I have a childhood friend that was born there when his dad was in the service. Could have been me.

Cyclone in the Indian Ocean and all of the southern hemisphere iirc.

Typhoon for the West Pac. Hurricanes for the E Pac and Atlantic.

If you have a globe, the label is generally right over Guam. It is in the Philippine Sea. If you draw a line from Cairns, Australia to Tokyo, Japan and another line eastward from Manilla, those lines would meet close to Guam. They live on Vladivostok/Port Moresby time.
Since it is a US territory, FEMA would give similar support to any US State after a disaster.

That is correct with the exception of the whole southern hemisphere part. Anything Atlantic is ts/hurricane.

There is no way to evacuate. They ride it out.
But the good news is that for many years, their construction specs have required steel reinforced concrete with very strong shutters, so they can handle very high winds. Most structures are high up on volcanic rock away from storm surge and most of the land drains pretty readily.
Land slides are a big concern in heavy rains.
The fewer low lying areas with older stick built structures will takes a beating.

Actually, most of the money supporting Guam comes from military and US Dept of Interior. FEMA will also be there, but not with Gulf South money.
