Valero agreed to pay $320.5 million for LyondellBasell's former Houston refinery on the Houston Ship Channel, a roughly 700-acre site next to Valero's existing Houston refinery. Valero said it expects to restart 165,000 barrels per day of light sweet crude processing capacity at the site by the end of 2027.

LyondellBasell shut down the refinery in February 2025 as part of its decision to leave the refining business.

What is the idle shell refinery over here? Did they part it out yet or can it be restarted?

I know nothing about that refinery but from what I know about refineries, the environmental liability probably exceeds the selling price. Most refineries are a hundred years old and have a hundred years of historical spills / leaks and buried waste on site from old landfills. Valero has bought a lot of old refineries so should know this.
