What others have said. Law enforcement can't do anything unless the owner request it. It's private property. For all the cops know they could be invited guests or they could be leasing the property.

Also, didnt the Supreme Court rule recently that municipalities can't run off homeless and panhandlers on public property unless they were causing some kind of damage or holding up traffic or the like?

I saw the exact thing happening in India. With the laws there, a property owner has to wall off his property and paint something like “This is the property of Jagdish Patel” on the wall in order to prevent the lot from becoming a squatters’ “subdivision”. And the Indian homeless are pros at it.
