From a cost and service perspective, USPS is way ahead on a regional basis.. if you stay on top of them, the package will possibly show up at some point.. email the postmaster and the regional postmaster.. call them as well.. I ship on average 15boxes a day through USPS and over the last 4 years have only 1 completely lost package..

USPS is shite. Had a package that was suppose to come Saturday. Look on my tracking and it said the package was refused because I didn't want it.
Well first, I was home all god damn day Saturday waiting for my fricking package. But also, I live in a fricking apartment complex. We have mail boxes just for packages. When USPS comes to deliver a package, they put it in that box then put the key in my mail box. There isn't even a chance for me to refuse my package.
Just go up to the post office and see what the hold up is. About all you can do. Not sure if it will do you any good. I went and asked why they are saying I refused my package and the woman point blank ask me "Well, did you refuse it?"

Another question - did you get the shipping label from the place you bought boots from as part of the returns process or did you ship it completely on your own?

If it wasn't stolen, it will likely show up eventually. If it was, then you're out of luck.
Depending on what service you used, you either got $50 or $100 worth of insurance included. If you're shipping something worth more than $100, especially with USPS, ALWAYS get extra insurance to cover it. It's too cheap not to.

you'll drop 450 bucks on a pair of boots but won't spend a little extra money to insure your return of them?

Shipping label came from merchant I ordered boots from. However, I was responsible for paying the return of the boots ($20.40 with signature confirmation, priority mail).

Once I shipped a player piano roll to someone overseas through eBay USPS. I received it back some 10 months later as a "Return to Sender".

Signature confirmation does not include any insurance. But insurance would have given him a tracking number
