From all of the local news on this he physically and sexually abused. (The older kid in the house supposedly witnessed Earl putting his penis in the baby girls mouth) So I am guessing he used this chemical to sexually abuse and he ODed her?

An autopsy was conducted on December 4, 2017 by East Carolina University in Greenville and a preliminary cause of death was provided; however, additional chemical and toxicology testing was required. On January 22, 2018 those additional test results were received by the medical examiner. On January 23, 2018, members of the Sheriff’s Office Investigations Division and the District Attorney’s Office were in consultation with the Medical Examiner’s Office to review these findings. The cause of death was determined to be chloroform toxicity.
On January 24, 2018 charges of 1st Degree Murder and Felony Child Abuse Resulting in Serious Bodily Injury/Death were filed against Adolphus Earl Kimrey II. Kimrey was placed under a no bond and held for a first appearance. This first appearance is set for January 24, 2018 at 2 p.m. in Onslow County District Court.
The mother of Mariah, Kristy Woods, has been cooperative with the investigation and continues to cooperate with the detectives as the investigation continues. These additional charges do not mean the investigation is concluded but will continue until all leads and information is thoroughly evaluated.
“The death of a child is always a sobering reminder of how fragile life is. When the community is so deeply affected by such a horrific crime it is sometimes difficult to not allow our emotions to influence the decisions that we make. However, the best way to honor Mariah is to ensure a fair and thorough investigation, which will lead to a successful prosecution. We must remember that through these moments, together, as a community we can ensure that justice will be delivered for Mariah. We sincerely thank the community for their patience and support through this entire investigation” Sheriff Hans Miller states.

Every case is its own entity but criminologists who have done the epidemiology will tell you that far and away the most likely person to hurt a child is the boyfriend or girlfriend of the mother or father.
Biological parents do not harm their own children at nearly the same frequency. A live in boyfriend or stepmother is a far more likely perpetrator.

Chloroform can be used as an anesthetic in small doses, but it can be toxic in large amounts. The volatile chemical is used in industrial applications in the production of Teflon and in refrigerants for air conditioners.
"We suspect this chemical was used to disable the child, and according to the autopsy report, it led to her death, which is real unfortunate, as we all know," Miller said.

If nothing else, it's Felony Murder. Absolutely disgusting what the child had to go through.
