unless i'm mistaken... in 2017, all children in EBR are given an opportunity to attend elementary school, middle school, and high school for free. We call that the public education system, our tax dollars pay for it. Yes, the majority of the EBR Parish public schools suck, but they are segregated, so there isn't one demographic getting a leg up on the others.
unless i'm mistaken....in 2017, it isn't difficult to get a minimum wage job with a high school diploma, much less a college degree. So, if they stay in said free public school, don't get a felony, stay off drugs, and show up to work with a good attitude and work ethic everyday, a job isn't a difficult thing to acquire or keep. This isn't the Great Depression.
unless i'm mistaken....in 2017, most blue collar and white collar employment opportunities provide at least minimum healthcare coverage. If not, Obamacare, medicare, and medicaid provide a cheaper option of obtaining decent healthcare for free. There are often free clinics willing to help those in need as well.
unless i'm mistaken....in 2017, majority of households own an automobile. Often multiple vehicles. Get a ride from a family member to school, work, of doctor's office/clinic. Take a bicycle (regular exercise helps with the healthcare needs). Or pay a couple bucks for a bus ride across town. Most of Metro EBR is looped into the bus system. Transportation isn't an excuse to miss school, work, and/or not get a health check up in 2017.
unless i'm mistaken... in 2017, I'm not sure what "justice" has to do with black on black crime every single day in the city of Baton Rouge. A Robert E Lee statue isn't holding a gun to the head of the black men on the streets of Baton Rouge, telling them to kill their fellow black man. Also, what statues are still in place? What oppressive symbols in Baton Rouge are keeping the people of North Baton Rouge from attending school, maintaining a job, visiting a doctor's office, or much less, getting a ride to said places?
FALSE. 90% of the community will get up every morning at the crack of dawn, go to school or their jobs via means of their own transportation and contribute to society as their parents did and as their grandparents did. Never will any of the agendas you mention EVER EVER "opress" them OR cause them to kill another citizen of Baton Rouge Parish.
