The Ascension Parish Sheriffs Office is probably the most professional law enforcement unit I've ever interacted with. It's a shame that BRPD officers earn their sour reputation.

That's not a halfway house, its a group of college aged fat chicks. I see them getting out of their cars occasionally while sitting in that great Perkins road traffic

FTR, I have seen BRPD running off a bum right where IHOP parking meets Walmart.
My mayoral solution is this:
Panhandling needs to be treated as seriously as littering. We just passed a bill that calls for more service hours and less fine for littering. Let's follow in that direction with panhandlers. Straight up give them citations for it. $100 for first offense, $200 2nd....
at some point, 3rd or 4th, police detain them and they can either choose to sit in jail for 30-60days, pay the fine, OR volunteer to participate in week long community servcie camp where they will be PAID to do unskilled jobs like litter detail, cleaning parks/public spaces.
I don't know how we fund this initially, maybe hire a Private 3rd party.
But set up work camps/dorms like WPA era shite. And pay them below minimum wage around $5/hr. They will be housed and fed for the week.
They leave the camp with some $$ in hand and were off the corners for a week.
I'm a frickin genius. Mikelbr for Mayor.

It isn't a mystery, I cut through that parking lot once or twice a week. you can see part of it from the road and if you drive into that back corner, you will see the tents. It's a small wooded area that backs up to some dilapidated houses on Balis

My own experiences with BRPD. Here's another gem that happened to a long-time friend of mine:
He was walking back to his apartment from a bar on state street and a man came from behind and threatened to shoot him if he didn't empty out his pockets. He turned out his pockets, handing over his cell phone, wallet, and keys, and the armed thief left, but the friend got a pretty good look at him.
He then immediately ran up to the BRPD station on Highland and tried to report the crime.
They said he should call in.
He said the thief stole his phone.
They said they would need to see his ID before they would allow him to fill out a report.
He said the thief stole his wallet.
They said well, there's nothing we can do for you then and turned him away.
I can tell you dozens upon dozens of stories just like these from my own experiences and those of my close friends all compiled over the last 8 years.

I agree with this. I've seen people smoking on that porch. Look like 20something service industry type.
