I think you need some sort of permit but much like downtown drinking the law isn't really being enforced. I am not talking about outside a store stuff, I mean redlight working stuff. All these kids you see collecting change for a baseball trip to so and so, that requires a permit. The only group I know that is exempt is the firemen when they fill the boot. If kids doing that shite needs a permit the homeless certainly do.
Others require a permit for it.
It may not be enforced because 1. how is the fine going to be paid and the city realizes this and 2. arresting for unpaid fines will only crowd an already crowded jail.
