You've had more than 3 other posters describe the same scheme and 2 provide locations for the halfway house. I know the general area of where it is, but since I'm not 100% sure which exact house it is, I'm not going to just point out "the bad guys are in there!" I've got it narrowed down to less than a half-dozen buildings.
If you really care to find out, how about you go watch the car do its rounds one evening and tail it. I have better things to do with my time since I know BRPD won't do anything about it.

But in all seriousness. If they're a halfway house, they have to be registered. You could do a Google search to find which ones are registered in the area.
Then ride by and see if there is a 90s SUV parked out front.
