I followed the link from that story and only found the part that would penalize people saying the vaccinated can shed VACCINE to others. Nothing about what was quoted in the OP, which is why I asked the question.
Without it, it's an intentionally misleading article. Or the person who wrote it is not very bright.
ETA: Which is why I think Twitter updated their post to change "virus" to "vaccine".

Either the article flat out lied, or twitter made an error in using the word virus when they meant vaccine and have since fixed it.

This new CEO is a terrifying figure for public discourse. He has already outright stated that he feels no obligation whatsoever to the first amendments.
Early examples of the new heavy handed approach include banning live updates from the Maxwell trial and removing an account that simply tracks Pelosi’s stock trades. When we keep in mind that major trials are routinely broadcasted in full on live TV, and that all of Pelosi’s trades are already publicly accessible (by law), there’s really only one way to interpret this kind of policy from Twitter; the new rules are simply, solely, about protecting those in power. They have now officially done a full 180 from their originally stated founding purpose.
