There's nothing wrong with working at these places, but most attractive women who aren't trashy have no desire to work at Twin Peaks. Especially when they can make comparable money without wearing panties to work at places like Chimes, Walkons, Sullivans, etc.
I don't think there's much they (Twin Peaks) can do about that.
