It's part of KC, Mo. The reason there are two is that Kansas wasn't a state when KC, Mo. was founded it was just a territory. Then when KS became a state they needed something to call the area of KC that wasn't in Mo. It became KC, KS which together with KC, Mo makes up the KC-MO/KS MSA.
It's not rocket science people. KC is in two states.

This is like Texarkana. There is a Texarkana, Texas and a Texarkana, Arkansas. Not sure how many know that and don't really care.

Trump initially said Kansas. Then, someone at the WH who was more intelligent, had it changed to Missouri. Trump knows wind but he does not know geography....
