When I retired in 2012 so much of the CP being made was coming out of Russia and the old Eastern Block countries. This made it almost impossible for the makers to be prosecuted. Believe it or not, many times during the sentencing, we had to write letters to the judges explaining to them that there were "actual victims" in CP. Too many of the judges would make the comment "while it's a crime to possess CP in photos or videos, it's just that photos or videos".
After 2006, we filed our cases almost exclusively at the federal level because California actually changed their possession penalties-making them way less punitive than the feds.
And yes, after having worked almost 14 years in Child Exploitation, there is no doubt about the evil that men do.

And there is evidence that victims of sexual abuse are more likely to become sexual abusers themselves.

That guy used to sit a few rows behind me at LSU Baseball games.. He was a grade A arse hole. He quit coming a couple years back after he was arrested for trying to disarm a deputy.

This guy used to be the IT guy at an engineering firm I worked at a long time ago.
Always creepy to women there and was balding and wore one of those golf caps.

Absolutely. The problem is, these guys are all of the world and put a lot of effort into concealing their identity. You have to feel for the people whose job it is to investigate the shite.

supply and demand? Otherwise, I guess it’s outlawed just Bc it’s gross. There’d be no other real reason to outlaw it. Is it illegal to possess videos of murders? If the child is killed but not raped, is that video illegal?
