We've seen enough data to raise our flood scale warning to Stage 3. There's still plenty of uncertainty, but odds are increasing that we'll see some significant flooding in Houston on Tuesday and Wednesday.
@mattlanza will have a full update in about an hour.

Weve only kept good widespread records on rainfall amounts for the last 30-40 years
Before that we had scattered gauges at airports and NWS stations
Now there are gauges everywhere.
Who knows what big totals were missed due to lack of gauge coverage

Now we build on whatever is available
Note with all this recent flooding the old original parts of cities on high ground dont flood

The natural landscape is altered with the construction, thus causing rain to pool in places that it naturally wouldn't.
