Report to animal control, owner is in violation of the leash law.
Carry a weapon of some kind, club, knife, whatever.
I’m not sure the gun alone is the answer unless you are a crack shot. You have as much chance of shooting your own dog if there is an active attack and the two dogs are flailing around.
With that said I would be carrying anyway because of the human pit bulls roaming about our fine city.
My $0.02 and worth what you paid.

I imagine either a taser or bear spray would work. I would feel more comfortable with a taser or simply avoiding the house all together. Not all pit bulls are dangerous but I would prefer being on the safe side.

Do they have a shock collar on it? Maybe that's why he just chills in the driveway and not drifts off.

Bear spray and survival knife. Not because it's any more deadly than a regular knife, but because they look cool af.

I’d prefer bear spray since it makes a cloud, not a stream, and it’s your best chance of delivering a dose of defense. Your dog will probably get a dose so be prepared to treat your dog asap after spraying. A gun has too many risks - too hard to hit the charging dog, worrying about where stray bullets will go, the possibility that the neighbor sees a gun and comes out with a gun of their own, etc.
The best thing would be to just try to avoid walking by the house or stay on the other side of the street.

Definitely report if there are no leash laws. Minimum you have this on your side if something does happen.
Anybody who says these creatures aren’t inherently dangerous are deranged.

I like a bear spray/tee ball bat combo.
Spray, then whack him two or three times, check status. Spray once again at closer range. Finish your walk in peace.
